American strawberries to boost output
The declining strawberry cultivation in the state might finally pick up with the import of high-yielding varieties from California and Miami by Edge India Agrotech, which will set up the biggest nursery with five lakh saplings in the state. The company will also provide a buy-back arrangement to overcome marketing problems faced by growers.
The total area under strawberry cultivation in the state is a mere 54 hectares with a production of 348 metric tonnes. Incidentally, it is Sirmour district which is producing 99 per cent of the strawberries at 342 metric tonnes.
We will be importing the two most suitable varieties of Albion and Whitney from California so that the quality and yield of strawberry increases

State seeks better share in Central taxes

Dharamsala, August 4
State Principal Accountant General Satish Loomba will make a presentation before the 14th Central Finance Commission regarding the financial state of Himachal Pradesh in Delhi on Monday.

Sources here said the presentation assumed significance as the Finance Commission would arrive in Shimla on August 12 and during its visit, the state government would present its case for better share in Central taxes.
Loomba said he would provide an overview of the financial condition of the state before the commission and suggest measures through which it could be improved. The commission has been constituted by the Central Government under the Chairmanship of YV Reddy, former Governor of the Reserve Bank of India. The commission recommends the principals governing the distribution of finances between the Centre and the states.
The revenue collection in the state had shown a marked improvement in 2011-12. However, in the current financial year, it is showing a downward trend. The VAT collections in the state have gone down alarmingly as per reports. The fiscal deficit of the state has increased. Out of the total resources generated by the state government, about 66 per cent are committed liabilities, including salaries and pensions. The pension liability of the state government is increasing. The subsidy burden of the state is also slated to increase.
The sources said the Principal Accountant General would suggest measures on increasing the non-tax revenue in the state. The non-tax revenue could be generated from forests, mining and irrigation taxes.
The condition of the municipals councils and corporations in the state also find a special mention in Loomba's report. Most of the councils and corporations are spending most of their revenue in paying the salaries of the staff and hardly anything is being left for development purposes.
Loomba will give the Finance Commission an overview of major areas of expenditure in various sectors of the state government and an assessment of the performance of the state public enterprises, local bodies and Panchayati Raj Institutions.

Villagers up in arms against Jispa Dam

Villagers of three gram panchayats in the Jispa valley have said they will never allow the 300-MW Jispa Dam on the Bhaga river, which has been declared a project of national importance by the Central Government as it is being executed as part of the Indus Water Treaty. The dam will displace 74 families, submerge their land and dry up water springs.

The Parechu river, a tributary of the Spiti river, originates in Tibet and joins the Spiti river at Sumdoh, 350 km from here, in Kinnaur district.
The Spiti river is the major tributary of the Satluj river basin. It joins the Satluj at Khab, also in Kinnaur district. The sudden increase in the outflow in the Parechu river posed a grave threat to life and property on the Indian side.

Skill development programme to help provide jobs
The Skill Development Scheme launched by the government to enhance employability will benefit 83,000 youth during the current year. The programme started to generate trained manpower required by various sectors in the state will entail an expenditure of Rs 500 crore over five years. The emphasis of the programme is on skill development of youth so as to provide them better employment and self-employment opportunities.
Under the scheme, eligible educated youth in the age group of 18-35 years will be provided Rs 1,000 per month as skill development allowance for a period of 2 years. Persons with 50 per cent or more disability will get an allowance of Rs 1,500 per month. Any unemployed bona fide Himachali, who has passed matriculation, can avail the benefit under the scheme, provided his name is registered with the employment exchange in the state as on the date of application. Besides, his income from all sources should not exceed Rs 2 lakh per annum.

NSUI dominates HPU polls
The National Students Union of India (NSUI), the students wing of the Congress, dominated the elections to the Students Central Association in the state, bagging a majority of the seats in Shimla, Kangra, Una, Solan, Lahaul-Spiti and Sirmour districts. The Akhil Bharatiya Vidyarthi Parishad (ABVP), associated with the BJP, led in Mandi and Kullu districts, while the Student Federation of India (SFI) emerged victorious in the Hamirpur district.

CM launches website for Pre-World Cup Paragliding
Chief Minister Virbhadra Singh here today launched a website for the Pre-World Cup Paragliding Championship-2013 to be held from October 24 to 30 at Bir-Billing in Kangra. He said it was a matter of pride that the Paragliding World Cup Association had given approval to organise the paragliding championship in India for which the government would extend all assistance.
The Bir-Billing site in the Dhauladhar ranges had emerged as one of the top five paragliding sites in the world. It started with hang-gliding introduced in 1984 by Israeli Pilots at the site and thereafter, it was replaced by paragliding in 1992 by French pilots.

Government fixes 2,000 MW target for current year
The state government has fixed a target of commissioning projects with aggregate capacity of over 2,000 MW during the current financial year. The major power project, expected to start generation during the year include 520 MW Parbati, 24 MW Kut, 800 MW Kol Dam, 400 MW Ramur, 65 MW Kashang-I, 10 MW Ghanavi-II, 16 MW Jogni, 8 MW Kurmi, 9 MW Parala, 6 MW Daned, 11 MW Tangun-II and 24 MW Bada Gaon within 2013. Some more projects like 25 MW Lamadug , 9 MW Fuzal, 9 MW Brua and 14 MW Nanti will be completed by March 2014.
The state has an identified hydropower potential of 27,436 MW and it is giving utmost priority to run-off-the-river projects. The latest assessment reveals that Satluj basin has the maximum potential of 13,331 MW, up from 10391 MW. In all, 8,418 MW has been harnessed so far and projects of 4243 MW capacity were being executed through different agencies while project with aggregate an capacity of 2,982 MW were awaiting clearances.

Child marriages still prevalent in Himachal, admits govt
Himachal Pradesh has failed to root out the social problem of child marriage, with 15 reported from five panchayats alone in Sirmaur, one of state's backward districts, from December 2007 to November 2011, the government has admitted.
The customary practice of "Har chali gayi" or "girl went to her in-law's house" is quite prevalent there.
Under this practice, during fairs and festivals, commonly in January, relatives and near and dear ones visit each other's houses and stay as guests.

Hamirpur was established by Raja Hamir Chand (1700-1740) from the Katoch dynasty. He was son of Alam Chand who ruled for a short period of three years from 1697 to 1700.

The New Zealand apple industry is keen for collaboration with the hill state both at the level of growers and institutions to bring about qualitative and quantitative improvement in the indigenous fruit.
The average production in New Zealand is 56 tonne per hectare whereas it is 8 to 9 tonne per hectare in Himachal. Unlike Himachal, apple is grown on flat land in our country but the yield could be easily increased to 20 to 30 tonne per hectare,”

Kangra paintings
Ram Gopal temple located in the Damtal area of Kangra district is located in an old fort associated with the rulers of former Nurpur state. he walls of the temple have famous Kangra-style miniature wall painting frescos. The paintings are historic as they display Rajput warriors fighting in local wars and durbars of local kings. Kangra paintings flourished during the times of the famous ruler of Kangra, Sansar Chand Katoch. The artists practising Kangra paintings use local material like stones and leaves of local trees for producing colours. They also use a slight amount of gold and locally produced poison for long life of paintings. Generally the Kangra paintings are used to depict the gods as Radha Krishna or the local rulers during their war campaigns and durbars of local rulers

People of Dalhousie town remembered the great revolutionary titan freedom fighter, Sardar Ajit Singh, a well known icon of “Pagri Sambal Jatta Movement” - the mentor and uncle of great martyr Sardar Bhagat Singh. They paid a rich tribute at his "Samadhi Sthal" at Panchpula in Dalhousie hills.
Sardar Ajit Singh (2 February 1881-15 August 1947) was born in Khatkar Kalan village, district Jalandhar (now Nawanshahr district) in a military family from Punjab in India.
He resented the high-handedness of the British rule and openly criticised the British Government. He was declared a political rebel and had to spend many years of his life in jails or in exile from India.

His book ‘Bhartiya Swatantrata Sangharsh-1757-1947’ (BSS) published in 2009 from Samaj Dharm Prakashan, Mehatpur, Una, accomplishes his mission.
Vinod’s father first. He was Baldev Mitra ‘Bijli’, also a member of the Revolutionary Party in Punjab and Editor of Urdu weekly ‘Karak’ in 1929.
1846-49: Wazir Ram Singh Pathania of Nurpur was fighting against the British forces and ran to safety to Kangra from the battle-field at ‘Kummani-ka-Pel’ on January 16, 1849, when he found that his army was encircled on three sides by the British. While doing Pooja in Kangra, he was trapped and surrendered but not before he killed a few British soldiers hitting them with utensils used in Pooja. He was sent to Rangoon Jail where he died on November 11, 1849.
1895: Chamba was not under the rule of the British. Here the Raja was stifling the popular voice through his Wazir Gobindu. The farmers were made to do ‘begar’ (free service); they protested against it. The protesters from Balhana village in Sihunta were Larza, Billu and others. Larza was brought to Chamba, tied to a pole, made to stand naked, then Raja Sham Singh ordered to cane him. He was caned 144 times but he remained stuck to his stand. The matter was solved through British counsel.
1909: Raja Bhawani Sen of Mandi was completely under the influence of Wazir Jivanand Padha. Padha was synonym for corruption and fraud. A youth, Shobha Ram, from Gadhiyani village of Sarkaghat raised his voice against this corruption. Raja did not pay any heed to it. Shobha moved to Mandi with 20,000 farmers, put the tehsildar and other officers in jail. A common saying in Mandi then was ‘Bhawani Singh rules; Shobha Ram dictates’. The British interference ended the dispute.

'Curfew' brings out superficiality in relationships
The play "Curfew" staged by the Shimla-based Vasudha Art and Culture Society (VACS) at the Gaiety Theatre successfully brought out the superficiality in relationships which binds the man and the woman in the traditional marriage.
Directed by Devender Sharma, who also played the male lead, the play focused on the constraints imposed by the traditional marriage, which turns strangers into life partners.

Gist of Economic survey 2012-13 Himachal Part 1

Economic Situation at National Level
THE Indian economy, registered a growth of 6.2 percent in 2011-12, after having grown at the rate of 9.3 percent in the preceding year.

The Eleventh Five Year Plan target was pegged at an average annual growth of 9 percent but it has registered a growth of 8.0 percent which is more than the Tenth Plan growth of 7.8 percent.

The growth rate in real Gross Domestic Product during 2011-12 has been achieved due to the growth in financing, insurance, real estate & business services (11.7 percent), transport, storage and communication (8.4 percent), electricity, gas & water supply (6.5%) and trade, hotels & restaurants (6.2 percent). 

The growth rate for the fiscal year 2012-13 is expected around 5.0 percent as per advanced estimates. 

The per capita income at current prices is estimated at 61,564 in 2011-12 as against 54,151 for the previous year recording an increase of 13.7 percent.

Economic Situation in Himachal Pradesh:

The economy of the state is expected to achieve a growth rate of 6.2 in the current financial year which is comparatively better than the national growth of 5.0
percent.

The State Gross Domestic Product (GSDP) at factor cost at constant (2004-05) prices
in 2011-12 is estimated at `41,939 crore as against ` 39,036 crore in 2010-11 registering a growth of 7.4 percent during the year as against the growth rate of 8.7
percent during the previous year.

The Per Capita Income at current prices witnessed an increase of 10.7 percent as it increased to `74,694 in 2011-12 from ` 67,475 in 2010-11. The increase in total State Domestic Product is mainly attributed to 20.0 percent increase in Community & personal services sectors, 8.9 percent in Transport and Trade, 8.1 percent in Finance & Real estate. Whereasthe Primary sector decreased by 5.2 percent.

Food-grains production, which was 14.94 lakh MT during 2010-11 has increased to 15.54 lakh MT during 2011-12 and is expected to increase to 15.80 lakh MT (anticipated) in 2012-13. The fruit production has decreased by 63.7 percent i.e from 10.27 lakh MT in 2010-11 to 3.73 lakh MT in 2011-12 and during 2012-13 (up to December, 2012) production was 4.67 lakh MT.

percentage contribution of agriculture and allied sectors in total State Domestic Product has declined from 57.9 percent in 1950-51 to 55.5 percent in 1967-68, 26.5 percent in 1990-91 and to 20 percent in 2011-12.

The share of industries and services sectors respectively has increased from 1.1 & 5.9
percent in 1950-51 to 5.6 and 12.4 percent in 1967-68, 9.4 & 19.8 percent in 1990-91 and to 18.0 and 12.3 percent in 2011-12. However, the contribution of other remaining sectors showed a favourable shift i.e. from 35.1 percent in 1950-51 to 49.7 percent in 2011-12.

Hydro power: Though the private sector participation in terms of investments in this sector has been encouraging but the smaller projects has been reserved for investors from Himachal Pradesh only (up to 2 MW) and preference will be given for projects up to 5 MW.


Tourism Industry
A ` 428 crore project with the assistance of World Bank has been implemented to create infrastructure for tourism development in the State.

Two new ambitious schemes “Har Ghar Kuch Kahata Hai” and “Har Gaon Ki Kahani” has been initiated to give boost to Nature, Adventure, Historic, Religious and Rural tourism. “Home Stay” is another scheme which has been initiated to promote rural tourism in the State.
Heli Taxi service and Himachal Hat has been started to promote tourism and cultural heritage of the State.

Information Technology
Government has introduced HIMSWAN, SUGUM, Hospital Management Information System (HMIS), Common Services Centers(CSCs), and State Data Centre(SDC), AGRISNET, e-Procurement, Content Service Provider(CSP) and e-Samadhan systems to bring efficiency and transparency in administration.
Himachal Pradesh is the first state in the country to launch e-samadham for redressal of public grievances.
Himachal has the distinction of 1st State in the Country to commission the State Wide Area Network(HIMSWAN).
“Aryabhatta” Geo- Informatic and Space Application Centre(AGISAC) has been set up at Shimla.

Climate change mitigation
Government has launched Community Led Assessment, Awareness, Advocacy
& Action Programme(CLAP), Aryabhatta Geo-Informatics & Space Application Centre(AGISAC) and Management of Plastic Waste.

Inflation
Containment of inflation is on the priority list of government. Himachal Pradesh
Working Class Consumer Price Index No. during 2011-12 increased by 8.5 percent in
November, 2011 as against 9.3 percent at National level, which clearly shows better management of price situation in the state.

Five year plan
The aggregate size of the 11th Five year Plan has been projected at ` 13,778.00 crore.
However, the proposed annual plan for 2012-13 has been fixed at `3,700.00 crore which will be 12.12 percent higher than the plan size of current year 2011-12.


Major achievements on the path of Socio-Economic resurgence are:-
The State had succeeded in getting 7.19 percent share in all BBMB hydel projects in
the State under Punjab Reorganisation Act.

To strengthen the Agrarian Economy of the State, 12 percent of the total State Budget is being spent on this vital sector. Various schemes (` 300.00 crore scheme of Doodh Ganga Yojna, ` 353 crore Pt. Deen Dayal Kisan Bagwan Samridhi Yojna & `321 crore Crop Diversification ) have been implemented to raise the income of the farmers and to create self employment opportunities to the youths of rural areas. Under Pandit Deen Dayal Kisan Bagwaan Samridhi Yojna, an area of about 10.15 lakh sq.metre has been brought under Poly House cultivation.

7,913 MW hydro power has been harnessed out of 23,000 MW identified potential. During the financial year 2010-11, 2,045 million units of electricity were generated.

National Rural Employment Guarantee Yojna implemented all over the State from 1st April, 2008. Under this scheme 152.20 lakh man days were generated and 3,85,305
families were benefitted.

To change the negative attitude towards the girl child “BETI HAI ANMOL Yojna” has been started. A provision of birth grant of `5,100 is deposited in the Post Office in favour of girl child born in BPL family(2 girls) till she attain the age of 18 years.

Under Mukhya Mantri Kanyadaan Yojna the marriage grant of `11,001 has been given to 355 girls.

Under Atal Swasthya Seva scheme free Ambulance is being made available within
35 minutes to all in case of illness and emergency.
Under “Matri Seva Yojna” free institutional deliveries of expectant mothers, irrespective of their income are being done in all Government hospitals in the State.

For redressal of public grievances ”Prashashan Janta Ke Dwar” camps has
been organized in various parts of the State from time to time.



STATE INCOME AND PUBLIC FINANCE

During 2011-12 about 13.69 percent of state income has been contributed by agriculture sector alone.

Per capita income of Himachal Pradesh at current prices in 2011-12 stood at `74,694. This shows an increase of 10.7 percent over 2010-11 (`67,475).

Sectoral Contribution
The sectoral analysis reveals that during 2011-12, the percentage contribution of Primary sectors to total G.S.D.P. of the State is 19.15 percent, Secondary Sector 40.20 percent, followed by Community and Personal Services 18.14 percent, Transport, Communications and Trade 14.91 per cent and Finance and Real Estate 7.60 per cent. Tertiary sector which is comprised of sectors like trade, transport, communications, banking, real estate & business services, community and personal
services has also witnessed change in its share. Its share in G.S.D.P. for the year 2011-12 is 40.65 percent.

Sectoral Growth
Primary sector, which includes Agriculture, Forestry, Fishing, Mining and Quarrying, during 2011-12, witnessed a negative growth rate of 5.2 per cent.( due to decrease
in fruit production this sector registered a negative growth.)
The secondary sector, which comprises Manufacturing, Construction and Electricity, Gas and Water Supply registered a growth of 8.0 percent

GROWTH RATE DURING FIVE YAER PLAN
Tertiary Sector: 12.9
Transport, Storage, Communications and Trade: This group of sectors shows a growth of 8.9 percent during 2011-12. The communication component of this sector has shown a growth of 14.7 per cent

Forest Minister writes to Centre against Seli power project

Villagers make coal from pine needles, weeds

Women self-help groups (SHGs) in remote villages of Lot Bhanwas and Chauri Thatchi in Seraj have started making coal from
pine needles, weeds like congress grass and waste foliage under the Rural Innovation Scheme being funded by the National Bank for Agriculture and Rural Development (NABARD).
The Mandi Saksharta and Jan Vikas Samiti (MSJVS) implemented the energy-saving project in the district on an experiment basis. It has set up two coal-making machines at the two villages and trained villagers, mainly women, in making coal from pine needles and waste leaves.
 “The coal is smoke-free and can be used for cooking and keeping warm in winters”.
“This coal can be made by using 95 per cent pine needles, waste leaves, congress grass and other weeds by mixing it with cow dung or soil,” he said. “One quintal of the material generates 25 kg of coal. The machine runs on a low voltage and weighs 75 kg,” “One kg of coal lasts for three hours and is not hazardous as it has little carbon dioxide,”

Board concerned over depleting tea lands in Kangra
The area under tea in the Kangra valley is getting squeezed year after year following the large-scale sale of tea gardens, shortage of labour, non-availability of subsidy on fertilisers, inputs and other assistance from the state government.
Union Commerce Minister had also fixed a target to enhance the area under tea cultivation from 2,390 hectares to 7,600 hectares
The report said of the 2,390 hectares area under tea in the valley, only in 800 hectares was under actual tea cultivation. Growers had abandoned over 1,400 hectares under tea, while in 22 hectares, tea land had been converted into concrete jungles.

Centre’s sop for HP: Capital investment subsidy extended

Union Commerce and Industries Minister Anand Sharma on Sunday announced continuation of capital investment subsidy and transport subsidy to Himachal Pradesh, sanctioned new projects involving an investment of over Rs 170 crore and granted in-principle approval to seven more projects worth about Rs 165 crore.
The capital investment subsidy to the state, which expired on January 7 this year, would now continue till March 31, 2017, and a new more liberal scheme would replace the existing transport subsidy scheme. The capital investment subsidy was a major component of the expired industrial package.
Regarding the exemption in excise duty and other components of the package, Sharma said Chief Minister Virbhadra Singh had made a strong case and his ministry had made a favourable recommendation for restoration of the package to Himachal Pradesh and Uttarakhand. Sharma had also taken up the matter with the Prime Minister and the Finance Minister. Sharma also announced setting up of the first regional centre of Indian Institute of Foreign Trade, Kolkata, for capacity building of small and medium enterprise near Shimla at a cost of Rs 30 crore. The state government will provide 5 acres for the institute, which would also offer part-time MBA and other courses.
The new schemes sanctioned included a Rs 16.5-crore apple juice concentrate (AJC) plant at Gumma; Rs 12 crore project to upgrade of AJC plant at Parwanoo; a Rs 27 crore warehousing project, Rs 8 crore composite pharmaceutical testing laboratory and Rs 11 crore container parking facility -- all at Baddi; Rs 12.34 crore electrical infrastructure development project and Rs 20 crore common effluent treatment plant at Kala Amb and Rs 16.35 crore power supply up-gradation project for Baddi.
Sharma said the ministry had granted in principle approval to seven more projects that would be sanctioned after the state completed the required documentation. These include a Rs 15-crore common effluent treatment plant at Taliwal; Rs 20 crore Gondpur road up-gradation project; Rs 15 crore project to strengthen power transmission and distribution system in Taliwal; and a Rs 15-crore power infrastructure project for Paonta Sahib. Besides, three integrated townships have also been proposed to be set up at Pandoga in Una, Dabhota in Solan and Kandrori in Kangra at a cost of about Rs 100 crore.
He said work on the Rs 17-crore spice park at Nadaun that was delayed due to the failure of the previous BJP regime to provide land would start soon. An extension centre of the park would be set up in Sirmour district.

CM inaugurates skill development centre
Chief Minister Virbhadra Singh today dedicated the first Centre of Excellence for Skill Development in the state to people by inaugurating its newly constructed building at ITI, Nahan.
It is a joint venture of the National Skill Development Council of the Government of India and IL&FS Skill development Corporation Limited.The Skill Development Scheme would benefit 83,000 youth this year and Rs 500 crore would be spent on the scheme in the next five years where eligible educated youth in the age group of 18-35 years would be provided Rs 1,000 per month as Skill Development Allowance, he said. Persons with 50 per cent or more disability would get Rs 1,500 per month.

World Bank nod for Theog-Rohru highway project
Decks have been finally cleared for resumption of work on the 80-km Theog-Hatkoti-Rohru highway upgradation project with the World Bank granting approval for award of contracts for two stretches on the highway after re-tendering.
The Rs 321-crore work on the highway, which is the lifeline of the apple belt in upper Shimla, will commence before the year-end and complete by December 2015. Gurgaon-based C and C Company, which was the lowest bidder, has been given two years for completing the work
The entire project was initially awarded to a Chinese firm, Long Jian Road and Bridge Construction Company, for Rs 228 crore as a single package. However, the company failed to arrange the necessary funds and manpower and could not execute work in time. The company could execute only 22 per cent of the work in five years for which it was paid Rs 62 crore. As such the total cost of the project will now increase to Rs 383 crore.

Addressing a gathering at Killar, the sub-divisional headquarter of the Pangi tribal valley yesterday, the Chief Minister announced that a tunnel would be constructed beneath the Chehni Pass and Rs 30 lakh had been sanctioned for conducting the survey.
With the construction of the tunnel, the mountainous Pangi tribal valley would be connected by an all-weather shortcut highway with Chamba and other parts of the state, the Chief Minister said.
